गुरुग्राम गुरुग्राम में भूमि अधिग्रहण का मामला रुक नहीं रहा है , सरकार छोटे-मोटे रिहायशी एरिया में आने वाले 50 गज 60 गज मकानों की दीवारों को तोड़ रही है वहीं दूसरी ओर सेक्टर 53 में गोल्फ कोर्स रोड पर कई वर्षों से सरकार को करोड़ों रुपए का चूना लगाया जा रहा है और सरकार आंखें मूंदकर बैठी है ऐसा नहीं है कि सरकार की जानकारी में यह मामला नहीं है 19 जनवरी 2022 को डीटीपी बाट द्वारा कार्रवाई भी की गई जिसमें कुछ हिस्से को तोड़ा गया और कुछ को सील कर दिया गया, ऊपरी दबाव के कारण डीटीपी बाट को वापस जाना पड़ा और स्वयं ही अवैध निर्माण हटाने के लिए समय दिया गया गया , शिकायतकर्ता मजबूर होकर अब हाईकोर्ट का रास्ता अपनाएंगे शिकायतकर्ता आशीष यादव द्वारा दी गयी शिकायत के बाद डीटीपी विभाग द्वारा विपुल बिल्डर को नोटिस दिया गया और नोटिस में पूछा जाता गया कि ये तीन अवेध निर्माण बाबा रेस्ट्रुडेंट प्रॉपर्टी डीलर ऑफिस और तीन मंज़िला कमर्शियल बिल्डिंग क्या आपके लाइसेंस एरिया का हिस्सा है। उसके बाद विपुल बिल्डर डीटीपी के नोटिस का रिप्लाई देते हुए सरकार को गुमरहा करता हैँ व झूठ बोलता हैँ की जो यहाँ अवैध निर्माण और प्रॉपर्टी डीलर ऑफिस व कॉमर्शियल बिल्डिंग बनी हुई हैँ वह हमारे लाइसेंस का हिस्सा नहीं है, उसके बाद शिकायतकर्ता आशीष यादव की शिकायत के बाद और कोर्ट के आदेश के बाद डीटीपी विभाग रेवन्यू विभाग को इसकी निशानदेही के आदेश करता है, तथा उसके बाद रेवन्यू विभाग की निशानदेही में पूरी तरह से ये सपष्ट हो जाता है कि ये तीनों अवेध निर्माण विपुल और ट्युलिप बिल्डर के लाइसेंस का ही हिस्सा हैँ, और उसे विभाग की मिलीभगत से जोनिंग एरिया से बाहर किया हुआ हैं उसके बाद ज़ब डीटीपी विभाग को अवैध निर्माण के विषय मे सपष्ट हो जाता हैँ।

डीटीपी विभाग द्वारा 19 जनवरी 2022 को गोल्फ कोर्स रोड पर बने अवैध निर्माण बाबा ढाबा पर कारवाई की गई, औऱ उसको तोड़ा गया, वँहा पर अवैध रूप से बने बाबा ढाबा व प्रॉपर्टी डीलर ऑफिस तथा 3 मंजिला इमारत जो विपुल और ट्युलिप बिल्डर कि जमीन पर अवैध रूप से बनाया गया था, उसमे सिर्फ एक बिल्डिंग यानी बाबा ढाबा पर ही कारवाई (तोड़ी) की गई, लेकिन ज़ब बिल्डिंग की तोड़ा जा रहा था उसी दौरान बिल्डर द्वारा डीटीपी भाट पर दबाव बनाया जाता हैँ।औऱ बाकी इमारत पर करवाई व न तोड़ने का दबाव बनाया जाता है, जबकि इस अवैध निर्माण को तोड़ने का विभाग द्वारा आर्डर दे दिया गया था, मैं आपको बताना चाहता हूँ कि यह भूमि एक लाइसेंस प्राप्त भूमि है जो कि खसरा नंबर 26/1/2 का हिस्सा है, कोर्ट के आदेश के बाद खसरा नंबर 26/1/2 का सीमांकन किया गया, और सीमांकन रिपोर्ट में यह स्पष्ट किया गया कि इस लाईसेंस प्राप्त भूमि पर 3 अवैध संरचनाये बनाई गई थी, औऱ कोर्ट के आदेश आने के बाद इसको अवैध घोषित करते हुए बाबा ढाबा पर कारवाई की गई, लेकिन बाकी की बिल्डिंग को सिर्फ सील किया गया।
विपुल बिल्डर और ट्युलिप बिल्डर की मिलिभक्त ये सारा कब्जा विपुल बिल्डर और ट्युलिप बिल्डर की मिलिभक्त के कारण हुआ, जिससे हरियाणा सरकार को रेवेन्यू का काफ़ी नुकसान हो रहा है, और डीटीपी भाट को पहले ही अवगत करवा दिया गया था कि ये एक अवैध निर्माण है, औऱ पैमाईश की रिपोर्ट की बाद ये बिल्कुल साफ़ हो गया था की लगभग 1200 गज के आस पास ये अवैध निर्माण खसरा नम्बर 26/1/2 जो की विपुल आरोहण प्रोजेक्ट लाइसेन्स। नम्बर – 169/2004 विपुल लिमिटेड का पार्ट है, जो की शिकायतकर्ता आशीष यादव की शिकायत के बाद साफ़ हुआ, तथा उसके बाद डीटीपी ने उपायुक्त से ऑर्डर लेकर कार्यवाही करनी थी व उपायुक्त के आदेश के बाद बिल्डिंग को ध्वस्त करने का आर्डर दिया जा चुका था, लेकिन वँहा पर दबाव के कारण पूरी तरह करवाई नहीं की जाती हैँ। ,
सेंट्रम प्लाजा कमर्शियल कॉम्प्लेक्स के भूमि मालिक व शिकायतकर्ता सेंट्रम प्लाजा कमर्शियल कॉम्प्लेक्स के भूमि मालिक व शिकायतकर्ता ने मैसर्स ट्यूलिप इंफ्राटेक द्वारा विकसित किए जा रहे प्रोजेक्ट “मोनसेला” नामक आवासीय-सह -वाणिजियक परिसर के लाइसेंस को रद्द करने के लिए विभाग के पास पहुंचे। सेक्टर 53 गुरुग्राम में 19.525 एकड़ भूमि के ज़ोनिंग और लाइसेंस क्षेत्र में बड़े पैमाने पर धोखाधड़ी की गयी है, सेंट्रम प्लाजा कमर्शियल कॉम्प्लेक्स के भूमि मालिक व शिकायतकर्कर्ता द्वारा यह आरोप लगाया गया है कि डेवलपर मैसर्स ट्यूलिप इंफ्राटेक और विपुल ने ज़ोनिंग क्षेत्र में बड़ी हेरा फेरी की गई है औऱ अपार्टमेंट को हजारों भोले-भाले ग्राहकों को बेच दिया है, ये प्रोजेक्ट जिस भूमि पार्सल पर बनाया जा रहा है वह लाइसेंस प्राप्त क्षेत्र का हिस्सा नहीं है शिकायतकर्ताओं के अनुसार .281 एकड़ भूमि खसरा संख्या 1698 को विकासकर्ता के अनुरोध पर 2014 में विभाग द्वारा लाइसेंस मुक्त कर दिया गया था, लेकिन इसके बावजूद विकासकर्ता ने न केवल उक्त क्षेत्र को स्वीकृत जोनिंग और साइट प्लान के हिस्से के रूप में दिखाया है बल्कि भूमि के उक्त पार्सल पर विकसित किए जा रहे अपार्टमेंट भी बुक किए हैं। उसी प्रोजेक्ट के खसरा नम्बर 26/1/2 जो लाइसेन्स प्रोजेक्ट का हिस्सा है उसके कुछ भाग को मिलीभगत करके जान बूझकर ज़ोनिंग ऐरिया से बाहर रखा हुआ है, जोनिंग से बाहर कि गई भूमि पर डेवलोपर ने मिलीभगत करके वहाँ पर तीन मंज़िला बिल्डिंग का अवेध निर्माण भी किया गया है वह अधिकारी द्वारा की गयी जाँच व सरकार द्वारा की गई जांच व निशानदेही द्वारा पहले ही स्पष्ट हो चुका है ।
