0124-4728701गुरुग्राम। हरियाणा नगरपालिका क्षेत्र से बाहर नागरिक सुविधाओं और बुनियादी ढांचे की कमी वाले क्षेत्रों का प्रबंधन अधिनियम 2021 के तहत गुरुग्राम जिला में म्यूनिसिपल एरिया से बाहर जो अवैध कॉलोनियां बसी हुई हैं, वे 18 जनवरी 2023 तक नियमित होने के लिए आवेदन कर सकती हैं। यह आवेदन कॉलोनी को विकसित करने वाले डिवलेपर या उनकी रेजीडेंट वैलफेयर एसोसिएशन द्वारा किया जा सकता है। ये आदेश जिला की म्युनिसिपल एरिया से बाहर बसी अवैध कॉलोनियों को लेकर गुरुग्राम के उपायुक्त निशांत यादव ने इस कार्य के लिए गठित जिला स्तरीय स्क्रूटनी कमेटी की लघु सचिवालय में आयोजित बैठक में दिए। उपायुक्त निशांत कुमार यादव ने कहा कि इस निर्धारित तिथि तक जो अवैध कॉलोनियां नियमित होने के लिए आवेदन कर देंगी, उनके अलावा अन्य बची अवैध कॉलोनियों को तोडऩे की प्रक्रिया शुरू की जाएगी। अभी तक गुरुग्राम जिला में 19 अवैध कॉलोनियों के आवेदन प्राप्त हुए हैं। बैठक में बताया गया कि सरकार ने म्युनिसिपल एरिया से बाहर नागरिक सुविधाओं और इन्फ्रास्ट्रक्चर कमी वाले क्षेत्रों में बसी अवैध कॉलोनियों को नियमित करने के लिए चार श्रेणी बनाई हैं। श्रेणी-ए में उन कॉलोनियों को रखा गया है, जिनमें निर्मित क्षेत्र 25 प्रतिशत तक है और श्रेणी बी में ऐसी कॉलोनियों को रखा गया है, जिनमें निर्मित क्षेत्र 25 प्रतिशत से अधिक लेकिन 50 प्रतिशत तक है। इसी प्रकार श्रेणी सी में ऐसी कॉलोनियों को रखा गया है जिनमें 50 प्रतिशत से अधिक लेकिन 75 प्रतिशत तक निर्मित क्षेत्र है और श्रेणी डी में उन अवैध कॉलोनियों को रखा गया है, जिनमें निर्मित क्षेत्र 75 प्रतिशत से ऊपर लगभग 100 प्रतिशत तक है। बैठक में बताया गया कि श्रेणी ए वाली कॉलोनियों में 35 प्रतिशत हिस्सा सड़क, पार्क आदि के लिए रखा जाएगा और कोई भी सड़क 9 मीटर चौड़ाई से कम नहीं होनी चाहिए। उस कॉलोनी को जाने वाली अपरोच रोड़ भी चौड़ाई में कम से कम 9 मीटर की हो और पार्क तथा ओपन स्पेश 5 प्रतिशत से कम नहीं होना चाहिए। इसमें कॉमर्शियल भाग भी 4 प्रतिशत तक ही हो सकता है। जिन कॉलोनियों का क्षेत्र 20 ऐकड़ या इससे अधिक है, उनमें 500 वर्ग मीटर जमीन कम्युनिटी बिल्डिंग के लिए रखी जानी चाहिए।
अवैध कालोनी में 6 मीटर से कम ना हो सड़क की चौड़ाई
इसी प्रकार श्रेणी बी में रखी गई अवैध कॉलोनी के मामले में कोई भी सड़क 6 मीटर से कम चौड़ाई की नहीं होनी चाहिए तथा कॉलोनी को जाने वाली अपरोच रोड़ 9 मीटर चौड़ाई से कम ना हो। पार्कों के अधीन क्षेत्र 3 प्रतिशत से कम नहीं होना चाहिए तथा कॉमर्शियल की सीमा 4 प्रतिशत तक हो। इनमें भी 20 एकड़ या इससे अधिक बड़े क्षेत्र की कॉलोनियों में 500 वर्ग मीटर जगह कम्युनिटी बिल्डिंग के लिए होनी चाहिए।
श्रेणी सी की कॉलोनियों में भी उपरोक्त शर्तें रहेंगी। श्रेणी डी के तहत पडऩे वाली कॉलोनियों में डिवलेपर या आरडब्ल्यूए को यह सुनिश्चित करना होगा कि संबंधित फायर ऑफिसर से एनओसी लिया गया हो। बैठक में बताया गया कि अवैध कॉलोनियों को उपरोक्त श्रेणियों में नियमित करवाने के लिए निर्मित क्षेत्र के लिए कलेक्टर रेट का 5 प्रतिशत और ओपन स्पेस यानि खुले क्षेत्र के लिए 10 प्रतिशत विकास शुल्क भरना पड़ेगा।
